Property market enters unknown territory (again) as Hilary threatens Southwest US

The rock-hard US property cat market is bracing for a first tropical storm landfall in California for 84 years that threatens significant damage including from dangerous flooding and the potential for political and regulatory risk around coverage issues in a state that has already seen widespread retrenchment from insurers.
